The paper gives an overview of the World Englishes with the current situation and the need for intercultural communication It also introduces English as an International Language, a new term in replace for ESL or EFL due to the increase and complexity in interaction of people from different linguistic and cultural backgrounds. What is most relevant is the re-examination of Vietnamese context in terms of dilemmas and proposals for a successful EIL in Vietnam.
