In the previous report on the status of
integrated approaches to water resources
management to the UNCSD in 2008, countries
were grouped using the Organization for
Economic Co-operation and Development
(OECD) categorization. This categorization
consists of a relatively small group of
“developed countries” and a much larger
group of “developing countries”. In an effort
to produce a more nuanced analysis a
decision was made to adopt the UNDP Human
Development Index (HDI), a categorization
that is both widely accepted and used –
although like all other indices, it also has its
supporters and detractors.
The HDI is a summary composite index that
measures a country’s average achievements
in three basic aspects of human development:
health, knowledge, and income....
