The Port Authority of New York and New Jersey (the “Port Authority”) is a complexorganization, comprised of billions of dollars of vital infrastructure and transportationoperationsaswellassignificantrealestateholdings.NavigantConsulting,Inc.’s(“Navigant”)preliminaryreviewrevealedachallengedanddysfunctionalorganizationsufferingfromalackofconsistent leadership,asiloedunderlyingbureaucracy,poorlycoordinatedcapitalplanningprocesses, insufficient cost controls, and a lack of transparent and effective oversight of theWorld Trade Center (the “WTC”) program that has obscured full awareness of billions ofdollarsinexposuretothePortAuthority.Theorganizationisatacrucialcrossroads.ThePortAuthoritymustre‐affirmitscoremission,and support itwith a viable long range strategic and capital plan and an organizationwithrenewed focusonoperatingefficiencyandeffectiveness, inorder to sustain its relevanceasaprimary contributor to the economicgrowth of the region in the 21stCentury.A significantundertaking will be required including both organizational and financial realignments toproperly position the agency to address the challenges inherited...
