Mục tiêu nghiên cứu của đề tài "Thể chế quản lý nhà nước đối với chất lượng giáo dục đại học tại các trường thuộc Bộ Công an" nhằm đánh giá những kết quả đạt được, phân tích những tồn tại, hạn chế và chỉ ra nguyên nhân của những tồn tại, hạn chế về thể chế QLNN đối với CLGDĐH tại các trường thuộc Bộ Công an; Đưa ra những định hướng và đề xuất các giải pháp hoàn thiện thể chế QLNN đối với CLGDĐH tại các trường thuộc Bộ Công an.

PREAMBLE 1. Reason for choosing the topic At the macro level, institutions play an important role indetermining the development of each country. In the field ofeducation, institutions create the foundation to promote the drivingrole of education in promoting the countrys development. Highereducation has a particularly important position in the nationaleducation system. Higher education provides high quality humanresources to meet the requirements of socio-economic development,construction and defense of the Fatherland. The quality of highereducation determines the quality of national human resources. In theeducation and training system of the Peoples Public Security Force,higher education plays a core role, leading the overall development ofthe entire system. The quality of higher education in the PeoplesPolice directly affects the quality of human resources of the entireforce, thereby deeply and widely affecting the results of all aspects ofPolice work. To promote the role of higher education in the Peoples PublicSecurity Forces in training high-quality human resources for thepolice sector, perfecting the management institution is an importantstep and needs to be one step ahead. Over the past years, the legalsystem on higher education has gradually been built and improvedtowards quality management, creating an institutional framework tomanage higher education in general and higher education at schoolsunder the Ministry of Public Security in particular. Although therehave been many efforts in building and perfecting, the legal systemon state management of higher education at schools under theMinistry of Public Security still has many limitations. The system oflegal documents has not created a synchronous and effective legal 1corridor for state management activities for higher education qualityat schools under the Ministry of Public Security. Legal documentsstill lack stability, are contradictory, and have many gaps withoutregulations; Many legal documents are outdated and no longerconsistent with reality, affecting the effectiveness of statemanagement of higher education quality at schools under theMinistry of Public Security. Besides, the stage of organizing andimplementing legal documents also has many shortcomings. Toovercome these limitations and inadequacies, the first requirement isnot only urgently improve the system of legal documents, concretizethe Partys views and the states laws on education, training in thePeoples Public Security but also have to improve the effectiveness oforganizing and implementing the law on state management for highereducation at schools under the Ministry of Public Security. Meanwhile, theoretically, in the science of public management,there are many different concepts about institutions and statemanagement institutions. Reality also shows that there are fewscientific works and topics researching state management institutionsin the field of education and higher education. In particular, there areno studies to clarify the state management institutions for highereducation quality at universities in Vietnam. Police.
